The Greyhound Industry
Is worthy of support.
The greyhound industry provides and supports considerable employment both directly and indirectly across the Irish economy. A report by Jim Power Economics on the Economic & Financial Significance of the Irish Greyhound Industry (November 2017) indicated that the total number of people deriving economic benefit from the sector was estimated at 12,371.
The gross wage bill attributed to employment in the greyhound industry was, at that time, estimated at €126.5M which, according to the report, using a conservative income multiplier effect of 0.5 would result in a total economic impact to the economy of €171M. To this must be added the PAYE/PRSI paid amounting to 12.7million and a further 8 million raised for clubs, societies and charities throughout Ireland.
This adds up to E320.7 million euros for the Irish economy.

The Irish greyhound industry is therefore a very significant sector of the economy.
Following the commencement of the Greyhound Racing Act 2019 Greyhound Racing Ireland/Rascaiocht Eireann (formerly Bord na gCon)
oversee greyhound racing in Ireland.There are currently 15 tracks operating in Ireland – 9 operated by G.R.I. and 5 operated by private interests. There is one track in Lisburn (Drumbo Park) which is not under the jurisdiction of BNG.
All these racing venues are very important economically and socially to their local communities and the rural tracks are particularly important as “feeder tracks” for preparing and producing top class young racing greyhounds for the city tracks and major racing competitions.
Greyhound racing is widely supported across the length and breadth of the country and plays a vital role in social networking, friendships, community and
fundraising events for local clubs, societies and charities.The positive social side and deep lasting friendships that are associated with the sport of greyhound racing cannot be valued purely in monetary terms. Thousands of families all over Ireland are steeped in the tradition of breeding, raising and racing greyhounds for many generations and their greyhounds are part of the family dynamic.
Greyhounds are bred by families.
Greyhounds are raised by families.
Greyhounds are trained by families.
Greyhounds are raced by families.
It Runs Deep.
BNG adopted a Strategic Plan for the period 2018 – 2022 which sets out a range of objectives and actions to be implemented over the period. The plan, centred on 7 pillars,has a priority focus in relation to maintaining animal welfare at the centre of the industry and to ensuring the highest standards of integrity and regulation in the sport.
Two key pillars of BNG’s Strategic Plan 2018-2022 are to “ensure the highest standards of integrity and regulation in the sport” and to “maintain animal welfare at the centre of our industry”. Significant advancements have been made in both these areas through improved legislation and additional operational measures.
Greyhound Racing Ireland has established a Greyhound Care Fund whereby 50% of all existing sponsorship, 10% of all admissions and 5% of net Tote profits are assigned to the fund. This reassignment of existing income has necessitated the generation of cost savings in other areas but this is being done because the greyhound community will ensure that The Dogs Come First.
Much progress has been made in relation to the area of doping and misuse of medication with a significant enhancement of regulations. BNG has also been successful in recent years in a number of High Court and Court of Appeal challenges to its regulatory system. These successes have incurred significant expenditure in legal costs.
Animal welfare and integrity remains at the core of the the greyhound industry and is evolving to achieve the best standards of canine care, regulation and traceability in the world.
Actions Taken by Greyhound Racing Ireland (BNG)
• Key focus on Care & Welfare Programme and a very significant increase in financial resources applied to this area. Care centres will cost a minimum of €200k in 2020. Additional staff resources through the appointment of a Veterinary Director and additional Welfare Officer have also been put in place. Care and welfare initiatives include
o The establishment of a separate ‘Greyhound Care Fund’ as referenced above.
o Introduction of a greyhound injury support scheme to provide financial assistance to aid injured greyhounds to continue with a healthy life.
o Establishment of a confidential phone line to enable reports of welfare breaches to be reported for investigation by relevant agencies. An intensifying of our inspection regime of greyhound establishments.
o Financially incentivising the rehoming of greyhounds in Ireland through additional supports though the Irish Retired Greyhound Trust (IRGT), which was established and is operated by the BNG.
o An extension and increase of support under BNG’s foster care scheme, to identify new foster homes within Ireland for retired greyhounds.
o Opening of Greyhound Care Centres, the first of which was opened in July 2020.
o The progression of the traceability provisions of the Greyhound Racing Act 2019 to implement a traceability model underpinned by proposed statutory regulation.
o Extending rehoming in Ireland and abroad including Italy, UK, Czech Republic, Germany, Belgium etc. planned for September and October 2020.
o The preparation of a statutory instrument to make it a legal requirement that euthanasia of a greyhound must be carried out by a veterinary practitioner.
• Progression of a scanning and traceability system for implementation in 2020. Capital cost of both systems is €297k with annual software support and maintenance costs of €92k. Other costs are in the process of being assessed.
• Investment in Tote platform to improve functionality and enable increased comingling activity on the international markets. This area of activity has shown an increase year on year with an overall turnover of €1.1m in 2019.
The future of Irish Greyhound Racing will include selling the live streaming of Irish greyhound races online to a global market and there is huge interest in greyhound racing worldwide as was evidenced by the global interest online of the live streaming of the Boylesports Greyhound Derby on Racing Post TV when it was watched in hundreds of countries worldwide.
The online streaming of Irish Greyhound Racing to a global betting audience has massive potential and it is envisaged that it will bring further revenue in the coming years ahead.

Covid-19
BNG implemented a Covid 19 Greyhound Care Payment Scheme during the period of cessation of activity. This provided for a subsistence payment of €2 per day in respect of some 6,650 racing greyhound. Overall spend on the scheme was €994K.
The welfare of our greyhounds come first.
Conclusion
The greyhound industry is predominantly a rural industry with a strong urban support base. The Covid-19 crisis has, similar to other sectors of the economy, resulted in a collapse of commercial activity in greyhound racing due and a significant reduction of activity generally. Recovery of the industry will require ongoing support to aid restoration of normal levels of activity and to adequately manage the welfare issues that arise. The Covid 19 pandemic has also impacted on rehoming programmes, particularly on an international basis. Welfare and rehoming are key growth areas from an expenditure perspective to move towards a world class standard in greyhound care.
Irish greyhounds are highly prized worldwide for their bloodlines, temperament and their speed and the Breeding and Racing industry must be protected and supported to get through the Covid 19 crisis.
The support from government is much welcomed in budget 2021 by everyone in the greyhound community and we thank them. Better days are ahead.
